Round table on the subject of: “Social Dialogue in the Army from the Aspect of Implementation of European Values, Recommendations and Experiences” held today

The Union of Free Trade Unions of Montenegro (UFTUM), the European Organization of Military Associations (EUROMIL) and the Trade Union of the Army and Defense of Montenegro (SOVCG) announce the conclusions adopted at today’s Round Table on “Social Dialogue in the Army from the perspective of implementation of European values, and experiences,” which are the following:

“The right of employees to organize into trade unions, and right to social dialogue in the armed forces, is a special value by which the Army of Montenegro stands out in the region and beyond.

Constructive and high quality social dialogue in every army, so in the Army of Montenegro as well, is a prerequisite for building a modern and successful army, as an institution of special social significance.

The Round Table participants noted that after the initial positive experiences in the development of social dialogue in the Army of Montenegro there was an unacceptable breakdown of social dialogue with the SOVCG, one of two representative trade unions.

Participants in the round table invite social partners in the Army of Montenegro to jointly put forth efforts and establish a constructive social dialogue that will rest on the relations of equality of mutual respect and trust.

The Round Table participants especially emphasize, as foreseen in the Guidelines on Freedom of Association adopted at the 101st plenary session of the Venice Commission, held on 13-14. December 2014, and as provided in Article 3 of the Convention 87 of the International Labor Organization, that the organizations of employees have the right to “elect their representatives in full freedom” and that the “public authorities shall refrain from any interference which would restrict this right or impede the lawful exercise thereof”.
